Develop the Federal Government Solutions Capture and Proposal development strategy in alignment with the overall Anthem corporate priorities. Work with business leaders, account managers, operations, marketing, finance, and other support personnel to manage and develop the federal pipeline of pursuit opportunities. Responsible for expanding Anthem’s footprint in multiple federal agencies including CMS, VA, OPM, DHA, CDC, NIH, by executing on call-plans, organizational design, proposal development, and customer engagement. Participate as a key member of Anthem FGS’ leadership team, effectively monitoring and communicating market and customer trends, triaging opportunities, and leading a team to drive federal contract pursuits through the entire business development lifecycle to defend incumbency and secure new business to achieve operating and growth goals.
The position will have 10 direct reports consisting of capture, proposal, and proposal production leaders and will lead an organization of roughly 30 Business Development team members.
Responsible for the planning and direction of business development and strategy activities for a division, with a primary focus on proposal strategy and development.
Primary duties may include, but are not limited to:
Successfully identifies and prioritizes growth opportunities to allow senior leadership to effectively make decisions for organizational growth.
Develops bid strategies and strategic positioning of growth opportunities such as RFPs, SSNs, RFIs.
Maintains strong, current knowledge of competitors and industry prospects.
Oversees all aspects of the proposal development process, and provides input and guidance to other areas.
Participates and directs all color teams.
Facilitates governance process to review and oversee growth opportunities, make decisions, and direct resources toward highest priority initiatives.
Reviews and understands sales initiatives and activities and directs the development of win themes.
Develops and demonstrates a clear understanding of the go-to-market, the company’s service offerings, competitors, partners, and key trends and factors influencing the market.
Plans, organizes, and manages the work of the Capture Management and Proposal Management units and supports all business segments for new contracts, contract expansions, and re-procurements.
Engages and interacts with strategic partners for teaming and collaboration on pursuits.
Serves as primary interface during the entire business development lifecycle.
Hires, trains, coaches, counsels and evaluates performance of direct reports.
Requires a BS/BA in Business, Health Management, Marketing, Journalism, Communications, or a related field.
7 - 10 years of experience in capture management/proposal management or related functions, including 7 years of management experience; working knowledge of publicly funded health care programs and Health IT; project management experience.
Experience leading pursuit efforts in multiple federal agencies.
Strong and documented leadership of complex federal procurements.
Any combination of education and experience, which would provide an equivalent background.
MBA or MPH preferred.
Association of Proposal Management Professional (APMP) membership and certification preferred.
