Business Development Director - 134466

Responsible for coordinating and overseeing the development of new business areas which complements existing offerings.

Primary duties to include, but are not limited to:

• Analyzes market trends, proposes new product/service initiatives, and coordinates with the Marketing/Product Innovation area to implement products. • Provides oversight and resources to key projects. • Develops business plans and formulates strategies for both new and existing businesses. • Provides research, analysis and recommendations on the external environment as part of the development of strategic plans for the business unit. • Analyzes major competitor strategies. • Identifies and monitors changing patterns of competition and recommends responses. • Plans, directs, and controls the resources and efforts of the reporting and data analysis team to accomplish the business objectives through information management. • Obtains resources (people, funding, material, support) to support the business unit information needs and strategic initiatives. • Provides leadership in motivating indirect subordinates to accomplish reporting and data analysis goals and objectives. • Reports project status and progress to VP segment business and other management. • Acts as a liaison to other BUs/companies. • Implements product/operational changes resulting from changing legislation/regulations.

Extra Duties specific to this opening:

  • Develop and lead a comprehensive strategy to position Anthem for success in assigned Medicaid pipeline opportunities including new market procurements, existing market procurements, or other program expansions identified as priorities in Anthem’s overall growth strategy, ultimately yielding positive membership growth and operating gains.

    o Monitor pipeline opportunities within assigned markets (typically a portfolio of 5-8 states) o Maintain ongoing and regular communications with Medicaid market Presidents, Regional Presidents, and Government Relations leads regarding regulatory environment, legislative changes, or other updates that impact pipeline opportunities within assigned markets o Work in conjunction with Strategy & Program Development Director to identify opportunities to influence program and policy design, and ensure that Anthem's formal submissions to state partners strategically communicate preferred policy recommendations and influence sound program design and implementation to position Anthem for success o Drive operational and strategic decision making including brand, bidding entity, model, bid strategy, win themes, and other key elements for a successful bid/proposal o Identify operational or capability gaps and works collaboratively across the organization to mitigate or develop solutions o In collaboration with broader Medicaid Business Development team, develop comprehensive project plan detailing action items necessary to execute bid strategy and preparation 9-12 months in advance of RFP release o Understand local market dynamics, build relationships, and support the development and execution of stakeholder engagement strategies, community relationships activities and investments, and development of partnerships with local organizations and agencies o Lead governance of opportunity in collaboration with Business Development leadership and aids in the preparation and facilitation of regular go/no-go executive checkpoints o Works with finance and business owners to develop pro forma, membership projections, and to refine and evaluate the opportunity with increasing accuracy as more information becomes available o Work collaboratively across the broader Medicaid Business Development team including Growth Directors, Book Bosses, Strategic Content Directors, Stakeholder Outreach and Engagement Directors, and other key SMEs throughout the capture and proposal development processes

* Upon RFP release, leads the development of high quality proposal that meets state specific needs in concert with the assigned Proposal Director and Proposal Development team

o Participates in all critical Proposal Development meetings and governance activities o Provides input and guidance for individual functional area strategy sessions o Reviews each draft of the proposal (pink, red, and executive) in detail to provide significant input on strategy, messaging, content, and solutions o Maintain ongoing communication with Proposal Director regarding any concerns, issues, or decisions that need to be escalated

* Assess current market conditions and regulatory activity “white space” on an ongoing basis to determine feasibility of pursuing additional opportunities within a market including new member populations, benefit carve-ins, or other program expansions

o Collaborate with health plan or regional leadership to develop necessary program recommendations or other policy related documents needed to support white space development o Develop strategies with health plan and regional leadership to bring white space opportunities to fruition

* Maintain strong understanding and familiarity with trends in Medicaid Policy and best practices across Anthem’s Medicaid Managed Care business in order to serve as a consultant to Health Plans throughout the opportunity development life-cycle

Requires a BA/BS degree; 8 - 10 years of business development experience in the healthcare and/or insurance industry including 5 years of progressive direct/indirect leadership responsibilities;*or any combination of education and experience, which would provide an equivalent background. *

-Masters degree preferred. --Managed Care experience required -Medicaid experience highly preferred -Experience in business/product development and/or marketing required. Organizational, analytical, facilitation, consultation, negotiation, persuasion and project management skills required. -8 years of experience in the healthcare industry required -This position will require 20-30% travel. Ideally this location would sit in an office in Atlanta, Indianapolis, Mason, Virginia Beach, or Richmond but we are open to any location.
